The California Teleconnect Fund (CTF) is a state-supported initiative designed to make essential communication services more affordable for public-serving institutions. Through this program, eligible organizations can receive up to 50% savings on advanced telecom services, including high-speed internet and broadband connectivity.
CTF primarily supports K–12 schools, public libraries, community colleges, government-owned healthcare facilities, and nonprofit community organizations, helping them stay connected and deliver critical services more effectively.
The program was introduced by the California Public Utilities Commission under Decision 96-10-066, reinforcing California’s commitment to universal access to communication infrastructure. It operates under the guidelines of Public Utilities Code Sections 280 and 884.
Funding for the CTF program comes from a small surcharge applied to intrastate telecommunications services across California. With a substantial annual budget (over $100 million in recent fiscal years), the program continues to play a vital role in bridging the digital divide and improving access to technology for underserved communities.
