"Non-E-Rate" refers to expenses or services that are not eligible for funding under the E-Rate program. E-Rate, also known as the Schools and Libraries Universal Service Support Program, provides discounts on telecommunications and internet access for eligible schools and libraries.
Anything not explicitly covered in the program's eligible services list falls under the "non-E-Rate" category.
